Andrés has lived in the City of San Marcos for the past 42 years, and in North County as a resident for 51 years of his life.

As an incumbent for San Marcos Unified School District and an Educator in a neighboring school district, Andrés has been a professional School Counselor for the past 26 years and a School Board Trustee for almost four years. Andrés attended San Marcos Elementary, Richland Elementary, San Marcos Middle School, and graduated as a proud Knight from San Marcos High in 1994. He was heavily involved in his community. While at SMHS he was ASB Vice President, MEChA President, and a founding member of the Peer Counseling program at SMMS and SMHS. He also joined The City of San Marcos Youth Commission- there he learned the importance of civic engagement and local government. His voice became an important part of youth culture at the time. This involvement led to the City’s first Anti-Gang Task force due to the increase of violence in North County. There he became a fierce advocate for youth. After establishing the first Peace Week at SMHS-other North County High Schools soon followed with the help of other active teenagers. Eventually this led his voice of advocacy on a weekly radio show on AM 1000 called Teen Talk. In November of 2022 the voters of San Marcos elected Andrés to the Board of Trustees of San Marcos Unified School District. A role he has taken very serious.

In 1994 he left San Marcos to study at the University of California Santa Cruz, thereafter receiving his Bachelor of Arts in Psychology he attended The University of San Diego and completed his Master of Arts degree in School Counseling with a Pupil Personnel Services (PPS) Credential.

Andrés has served on several non-profit foundations. In the area of healthcare, he has been a board member for 19 years with TrueCare (formerly North County Health Services) and has been a fierce advocate for community health centers. In addition, he has served on the Board of The BECA Foundation Inc, a Latino Based Scholarship foundation for the past 29 years, having awarded more then two million dollars to over 1000 students. Andrés is also a co-founder of The San Diego Union Tribune's Community Advisory Board.

He is a proud father of an elementary school student who attends a SMUSD Elementary school. His wife, Michao, is an public elementary school teacher where she works in East County in a dual immersion program.
